Here is an answer to my own question. I used a thick glue-like substance (I think it is called Mod Podge) that I had used probably 20 years ago for decoupage. It acts like a glue and dries clear. Three coats on the cracked glass piece on my light fixture smoothed out the rough edge and hopefully provided added strength.
