: No, this will not be an insullated glass unit. I have an exting exterior window and was considering placing my project on the inside of this window and then making a framed window to place on the inside.

I don't know why you need the interior clear glass. But, to vent you need a clear passage from the air space between the glazing to the interior or exterior. So , to vent your 3 pieces of glass you would need to make the stained glass and the interior glass about 1/4" short. Set both windows on 1/8" blocks. That way you have 1/8" air space at the top and bottom. Slot or drill holes in the molding at the top and bottom.
