John, there are 2 of these available at online supply sites. One is the "E-Z Came cutter" at Delphi glass (search under tools) for about $42.
The other is a simpler version called the "Curto-Cutter" that's available at GLASSMART. It costs about $32. Search for it either in tools or by name. The LINKS to both these and many other tested supply sites can be found on Silicon Folly in the LINKS section of the main webpage.
I have the E-Z lead came cutter. Can't say I use it a lot because I do mainly foil, but it works very nicely when you need an angled cut. I think the one you describe is the Curto cutter...using a replaceable razorblade.
