Probably, it's Ruby flux. DO NOT Use it! This is the most noxious flux out there. It fumes horribly and is really hazardous to your respiratory system. I almost ruined my sinuses by using it (on the advice of a studio owner) when I was too new to know that good fluxes don't fume visibly. No amount of ventilation or fume entrapment will save you from the headaches and sinus destuction this stuff causes. Yes, it's cheap. It OUGHT to be outlawed. Another case of getting what you pay for and of NOT using anything that makes you uncomfortable or ill.

Ther are a lot of good water soluble fluxes on the market. Glastar Glasflux, Classic 100 gel, Canfield blue etc. which do not fume excessvely and are safe to use with ordinary ventilation or fume traps.
