When I use heavily textured glass, after it's been ground to size and fitted, I take it back to the grinder and hold the piece at a 45 degree angle to the bit. Then I run it lightly along each side, taking off most of the heavy texture and making my foiling job a WHOLE lot easier.

That being said, you can just foil over your narrow foil. The only time I remove foil is when I'm afraid the edge of the first foil will be visible. The adhesive on the edge of that lower foil will cause a problem when soldering, the solder will seem to split off that area and not want to cover nicely. If you're covering the entire first foiling with your wider foil, you shouldn't have this problem.
