I kind of know what you're talking about. Mine is fine on the water adjustment side, but very tight on the lower drain valve. Since the drain isn't important to me I've never looked into the problem, but if the problem is in the water feed, that is an issure worth looking into.

My gut instinct is to try a bit of vasoline on the screw threads, but sometimes instincts can be dangerous!

As far as the getting flooded thing, I'll bet that you are getting just what you're supposed to get. When the water is flowing and the saw is on it looks like about a 1/4" (or more) wide tube of living water vibrating about the blade.
