If the window is with lead came there is NO reason why it can't be exposed to the weather. It's been done that way for 1000 years. If it's copper foil then I would put outside glazing up as foil is not weather tight. The space beween the 2 glazings needs to be vented so heat and mosture can get out. As far as sagging, who knows. Your window is not that big, but depending on the design and workmanship it may need some kind of rebar. There is no way to say for sure without seeing the pattern or window.
